What is Big Picture Urban Rural (BPUR)?

BPUR is the planning consultancy led by Matt Gorman.

Matt is a town planner who, since completing a Master of Urban Planning Degree from the University of Melbourne in 1994, has worked firstly as a statutory planning officer and then (from 2003) as a consultant.

BPUR has a range of private and public clients.

Why is it called "Big Picture Urban Rural"?

The "Big Picture" part of the name is to indicate that the business is about creating a long-term reputation for facilitating the best possible outcomes. It is also about clients' personal big pictures - their need for responsive, cost-effective services that produce results.

"Urban Rural" is to show that, unlike other consultants, our expertise is not limited to Melbourne but covers the entire state.

In addition to his earlier experience at Delatite, South Gippsland, Manningham, Yarra and Greater Geelong, after starting BPUR, Matt has provided statutory planning services (directly) to the following Councils: Macedon Ranges; Glenelg; Campaspe; Nillumbik; Mount Alexander; Casey (current client); Brimbank; Hepburn; Maroondah; and Melton (current client).

BPUR/Matt has also done work for a number of private clients in relation to numerous sites in various other cities and shires.

What does BPUR do?

  • BPUR is primarily involved with statutory planning, ie planning permits and/or other permissions required under existing (mainly local government) planning schemes for private clients and councils or other public authorities.
  • We provide all associated documentation, project management, advocacy etc arising from planning permit applications.
  • As well as “inner city” planning issues such as heritage, single dwellings on small lots, and liquor licensing, BPUR has a strong emphasis on rural, township, environmental and coastal planning, as well as issues relating to urban fringe broadacre subdivision and multi-dwelling/multi-level development.
  • We specialise in Noise and Amenity Action Plans, Cumulative Impact Assessments under Clause 52.27 (both for liquor licensing applications), Neighbourhood and Site Descriptions and Design Responses (under Clauses 54 and 55 and Urban Context Reports under Clause 52.35 (residential development), as well as general delegate and other planning reports and submissions (for all types of applications).
